“Today’s decision by Council to discipline Ryan Winkle was not an easy one. I respect the democratic voices of the voters in District 3. However, the Mesa City Charter burdens me and the rest of Council with the responsibility of determining ‘fitness for office’ as it pertains to other Councilmembers, and Charter Section 206(B)(2) provides that Council is to determine the applicable discipline. This Section was approved by the voters in March of 2000, and I do not take this section, or any section, of the City Charter lightly. While people may claim that this process could be used for improper or partisan purposes, that did not occur today.
After hearing the facts and evidence presented today, the correct decision was made. It is now time for our city to rise above and move past this and begin to heal. While Council will temporarily fill this vacancy, I look forward to the election next year when the voters will fill the District 3 seat.”
